SIR - I believe councils are being encouraged to fine people, who have the temerity to put out their wheelie bins at the wrong time or in the wrong place.
Have I, and indeed my inconvenienced neighbours, the right to compensation when mine is left out at the correct time and in the right place, but after it has been emptied, it is left outside my neighbour's premises, as it was today?
