Scouts need to come up with plans for their long-awaited new base before Addingham can allocate any money, say councillors.
Addingham Parish Council has heard Scout groups have their eye on facilities similar to a Scout hut recently built in Bramhope.
But the council says the onus is on the Scouts to present their case to councillors.
Parish Council chairman Councillor Ian Taylor said: “They need to justify what they want, what they need, and cost that out.” Talks are under way for a new building attached to Addingham Youth Centre, on Bradford Council land.
Councillors are now satisfied the building would revert into the hands of the village council, not Bradford’s estates, if the Scouts vacated the Scout hut in future.
Money for the new facilities is expected to come from cash ring-fenced by Addingham Parish Council from the sale of land for the village’s new medical centre.
