Plans for a £35 million redevelopment of a disused Bradford textile mill are set to be approved next week.

The Midland Mills scheme at Valley Road includes 304 apartments and office space. The project would form part of the proposed reinstatement of the Bradford Canal.

Valley Partnership is the developer behind the plans with JM Construction and Shipley architects Beckwith Design Associates also involved in the scheme.

It includes converting the original mill buildings and constructing two new residential blocks. The designs also leave space for the canal to be restored through the site, linking Shipley to the city centre.

Anthony Lupton, of Beck-with Designs, said the time-scale for the development, if planning permission was to be granted, would depend on the market.

“The site is made up of three listed buildings, which are going to be retained and converted to residential, and two new buildings,” he said.

“The site also incorporates the new Bradford Canal and the two new-builds are sited around this.

“The scheme is dependent on the market at the time. If there is interest in the apartments, the development will start.”

He said it was likely that the development would begin before the canal project, in which case a corridor of land would be retained, allowing the reinstatement of the water at a later date.

Midland Mills is a two-acre site with three Grade II listed buildings which date back to the 1800s. It was home to the British Mohair Holdings and previously to hand-knitting wool manufacturer Jarol, but has been vacant since 2001.

As part of the permission developers would need to contribute nearly £700,000 to be spent within the City ward, with £607,000 towards providing affordable housing, £45,000 towards off-site recreation, and £30,000 towards education provision. In addition £63,000 would need to be spent on public transport enhancements and £5,000 towards a traffic regulation order on Cape Street. The developer would also need to contribute an area of land to enable the canal scheme.

The plans will be discussed at Tuesday’s regulatory and appeals committee at City Hall from 10am. Members are being advised to pass the scheme.
