A 15-year-old Bradford boy has been banned from his neighbourhood for two years after harrassing residents and driving one elderly man he racially abused out of his home.

Luke Mitchell, of Marsland Place, Thornbury, is now only allowed to use the quickest way out of the area where he lives, so that his neighbours can get their lives back to normal.

Bradford and Keighley Magistrates yesterday heard how since December 2010 he had unleashed a catalogue of anti-social behaviour on his community, throwing stones at houses and cars, slashing tyres, shouting and swearing, riding his bike in a McDonalds restaurant and racially abusing the Chinese assistant manager, knocking at doors and running off, shining a laser pen at people and passing motorists and lighting fires in wheeled bins and public places.

He and friends were also a nuisance to adults living at a mental health care home and, after 18 months of harrassment, one elderly man was so fed up he asked to be rehoused.

Harjit Ryatt, applying for the order on behalf of Bradford Council, told magistrates: “It’s hoped if he’s excluded from that area it will enable residents to return to some sort of normality and improve the quality of their lives.

“It’s clear because of Luke and his associates, that the quality of life that residents are entitled to expect has been diminished considerably.” He added by imposing a curfew from 11pm to 7am it would also help stop him from “roaming the streets” with “other undesirables”.

The application for an ASBO was also supported by the Youth Offending Team and the teenager’s mother.

Mr Ryatt said: “Clearly they want Luke to come to terms with what is causing him to behave like that and they feel the order will help rein in his anti-social behaviour.”

Stuart Carter, representing Luke Mitchell, said his client accepted the order was appropriate.

Conditions of the ASBO include banning him from the immediate neighbourhood apart from one way out, forbidding him from carrying a laser pen, lighter, matches or firelighters and excluding him from associating with four named individuals. He was also put on a three-month curfew.
