A £30 million retail development could bring as many as 600 new jobs to Keighley.
The two-storey Worth Valley Shopping Centre would occupy most of one side of East Parade.
The nine shops would be among the largest in the town centre, rivalling Marks & Spencer and New Look for floorspace.
The company behind the project said that several household names had shown an interest.
