Bradford has been dubbed "a seedbed of enterprise and opportunity" in the latest version of the regional economic strategy by Yorkshire Forward, the regional development Agency.
The document, which covers development until 2015, describes the city as diverse and creative.
It says the city has been "catalysed" by the visioning work of architect Will Alsop and the need for "fundamental transformation".
The city would retain and highlight its landmark buildings and Victorian heritage, replacing "poor quality, unattractive buildings with exciting new high quality developments, water features and green spaces".
The strategy outlines the four new public spaces to be created in the city centre: The Bowl, The Channel, The Market and The Valley.
The strategy document said these would ensure the transformation of Broadway and the city's transport facilities and would take full advantage of Bradford University and the National Museum of Photography, Film and Television.
It added that the regeneration of Manningham and Airedale were also priorities.
The strategy identifies six overall objectives for Yorkshire: creating more businesses and better jobs, making firms more competitive, increasing skills, improving transport and the environment and building stronger communities.
