A special road safety expert could be employed to help resolve traffic problems outside a village school.

Parents and councillors have been campaigning for traffic calming measures to be erected near Addingham Primary School, Bolton Road, Addingham, for two years.

Now after waiting for Bradford Council to write a report on the situation and provide money for improvements Addingham parish councillors discussed the possibility of employing someone independently to assess the road.

The Chairman of Addingham Parish Council, councilllor Gordon Campbell, said: "We are considering employing an expert to produce a report for us on what could be done to make that situation safe for children.

" We could commission a road safety expert to produce a report so that we know the kind of things we are looking for."

Councillors and parents held a meeting with Bradford District Council highways officer Simon Moscroft in January to look at the issue. After the meeting it was decided that three new flashing signs would be put up warning traffic to slow down and iron railings would be erected outside the school.

So far only the railings have been put up and Mr Moscroft has told the parish council that he is waiting for the Executive Committee to decide what finances are available before he writes his report.

Councillors have questioned this, as they believe that he should write the report first and then insist on the relevant funding as children's lives are at stake.

Coun Alan Jerome said: "I find it strange that he will not produce a report until he knows what finances are available.

"I would have thought he would produce the report and then say what is needed for the safety of our children. It is not our job to get an expert, really, we should be cajoling him, it is his job to produce the report for the council.

"What is the point in us producing a report and then the local authority telling us they have no money, we would be back to square one."

Parents expressed concerns that they and their pushchairs were forced on to the road between the Crown public house and Park Lane because of parked cars on the narrow pavements.

To resolve the problems with speeding traffic, parents want to see 20mph signs put up, have the word 'SLOW' painted on the road and' Drive Carefully School' signs put up.

Coun Danny Palmer raised the issue that the children were not allowed into the school until 9am and that was causing some of the traffic congestion.

"Maybe we could get them to open earlier," he said. "The children have nowhere to go until the school opens. It is up to the school."

Coun Michael Aldridge said: "We asked Mr Moscroft to consider getting some traffic calming measures such as speed humps etc.. but he would not commit himself to that.

"We have come a small way towards getting adequate road safety but we still have got a long way to go and the parish council will continue to press for more to be done to make it safer."
