Three out of four Bradford businesses are having difficulty finding fresh university graduates.
Demand is strong in the public sector, where 89 per cent of organisations say they are having problems with graduate recruitment.
The Chartered Institute of Personnel and Development survey found 60 per cent have increased their salaries despite the economic slowdown.
In the public sector, 79 per cent have tried to make their recruitment policies more attractive.
Duncan Brown, CIPD assistant director, said: "The good news is that despite the variable economic climate, companies are making more strategic and effective long-term investments in the motivation and retention of their people as the basis of future business success."
