Road charging may be the only solution to the region's congestion problems, but exhaustive research must be carried out before it is introduced, an employers' group warned today.

The Engineering Employers' Federation for Yorkshire and Humber said that building more roads was not a long-term solution to the problem and would only encourage more car use.

EEF director Ian Hughes said his organisation, which represents 400 manufacturers in the county, was aware of the problem of delayed deliveries caused by congestion.

"New roads or road widening is only a temporary palliative, although it may be necessary in certain cases," he said. "The longer term solution, as the Government is now hinting, may have to be road user charging on some overcrowded roads.

"But, before then, we need a thorough study to look at the implications of such charging."

Mr Hughes' comments followed the announcement of Government plans for a £7 billion programme of road building.
