A last-ditch battle to save five million home owners from the threat of a record 13 per cent mortgage rate was being fought today in London. A proposal being pushed by the largest building societies would ensure that the mortgage rate would not rise until January next year, by which time it is hoped other interest rates will fall and the increase would never need to be implemented.
