A concerned dad says supermarket bosses will “have blood on their hands” if a child is injured because they have not honoured a promise to improve safety on a busy road.

Asda in Shipley said in 2005 that a zebra crossing – complete with Belisha beacons – would be installed on the road leading from Manor Lane into its car park as part of a series of proposals to make the store more accessible.

They made the pledge after a car nearly hit one-year-old Freddie Bullock’s pram as he and dad Simon were crossing the road after a previous pedestrian crossing had been removed.

With the backing of other concerned parents, Mr Bullock started a campaign urging Asda car park bosses to reinstate the crossing point.

At the time, Asda agreed to the parents’ demands. But 33 months after the initial complaint – and despite the entrance road into the car park being widened – there is still no zebra crossing there.

Father-of-two Mr Bullock, 38 of Marlborough Road, Shipley, said: “I am just angry that Asda promised to make it safe the best part of three years ago and now they have made it worse.

“Asda should be given an Asbo for making Shipley a more dangerous place. If there is an accident on that crossing before they put it right, they are going to have blood on their hands.”

In January 2006, Mr Bullock met representatives from Asda to discuss his concerns about safety when the previous zebra crossing was removed.

An e-mail to him from Asda customer services manager Andrew Busby following the meeting said a new scheme had been put forward, which included a “clear pedestrian zebra crossing” with beacons and a ‘safe haven’ for pedestrians.

The crossing was added to the scheme which was passed by planners at Bradford Council the following February.

Mr Bullock, who also has a daughter Elsie, one, said: “They have done nothing until this month, when they have made the entry road even worse by making the road twice as wide – and crossing it twice as difficult.

“It has taken them a long time to get planning permission and they have obviously forgotten about the crossing. I come down every morning to go to the station and any time either me or my children come into Shipley, we have to cross there.

“It is still dangerous and something needs to be done about it.”

Mum-of-two Victoria Jenkins, 39, who lives in Manor Lane, is supporting Mr Bullock’s calls for Asda to have a re-think.

She said: “The fact that there is no crossing there makes it difficult because cars are not going to stop. There is a constant stream of traffic and it is a route to school for children who go to Shipley C of E School. It is a route for many children and adults.”

A spokesman for the Council, which owns the site and rents it to Asda on a 135-year lease, said: “The proposals for the new car park included a zebra crossing with Belisha beacons and that is what we would have expected them to provide.”

But Philip Bartram, a spokesman for Asda said: “We have implemented the planning permission correctly and to plan.

“There is a new pedestrian crossing but after discussion with Bradford Council we were advised that a ‘controlled crossing’ with beacons would be unsafe as it would give pedestrians too much confidence in a potentially busy area.

“We are delighted to have completed the construction work to improve access to our Shipley store.

“The works will provide more disabled spaces, a new bus shelter and more trolley shelters. The works will also include a widened access and new pedestrian crossing.”
