A Keighley photo processing firm has been fined a total of £37,000 after it pleaded guilty to six breaches of health and safety regulations.

Bradford Council was first alerted to problems at the Max Spielmann shop in Bow Street after a display unit fell on a member of staff and broke her toe.

But when officials arrived to further investigate, they unearthed a systematic catalogue of health and safety failures, and even found out that management staff had been aware of dangerous display frame fittings before the incident.

Jenny Ashworth, prosecuting Bowie Castlebank which trades as Max Spielmann, told Calderdale magistrates in Halifax yesterday that the display frames had fallen off the wall because they were being held up by inadequate plastic supports, which had been installed in the shop since June 2, 2006.

In addition Max Spielmann was prosecuted for its health and safety files being out of date and referring to a different company, and the health and safety training provided to staff and managers was found to be "totally inadequate".

In addition to the fines, magistrates ordered the company to pay a total of £12,349.77 in costs.

In mitigation, solicitor Barrie Hall said Bowie Castlebank accepted there had been a breakdown in health and safety systems but in recent months many steps had been taken to address the issue.
