Yorkshire Ambulance Service has admitted its services and use of finances are weak in a declaration to the Healthcare Commission.
YAS, the organisation which runs the ambulance service in Bradford, has failed to meet response time targets in the year 2006-2007.
A spokesman for YAS said: "Whilst this is not the position YAS would like to be in, this declaration is an honest assessment of the YAS against nationally defined standards.
"Although not acknowledged in the Healthcare Commission report, much work is already underway to address the weakness identified.''
