Bradford Council has been asked to allow more time for a Keighley housing development, first given permission six years ago, to be built.
Ian Clay first achieved planning permission to build three houses on land at Branwell House, Park Lane, in 2007.
He has now applied for another three-year extension as his second time extension is due to expire in November.
