SIR – It would appear that Philip Hammond, the new Transport Minister, has wasted no time in getting to grips with road-safety improvement.

It seems that he has introduced a new rule to the Highway Code which makes it compulsory for all the very worst drivers to display from their vehicles two white flags each bearing a red cross, ominously symbolising bandages and blood in the manner of the original ‘barber’s pole’.

A single flag must indicate a driver of marginal competence.

This may not improve the standard of their own driving, but at least we now know who they are and can see them coming.

Smart move, Phil.
