SIR – A few years ago the then existing Animal Welfare Bill was revised, updated and passed by parliament, making its recommendations binding by law.

This law requires that animals are provided with adequate food, shelter and veterinary care as basic needs. Why then are there so many horses around Bradford being kept in appalling conditions?

The police must be aware of the situation and must also know who owns the animals, so why is it allowed to continue? They need only walk along Fagley Lane to see horses kept in fields apparently without any shelter at all, no water and very little food at this time of the year.

Perhaps PCSO Hansford of Horse Watch could tell us if this organisation is doing anything constructive to improve the lot of these animals.
