SIR - With news of the impending bankruptcy of our beloved Council, what implications does this have for the City of Culture Award?
If a section 114 Notice means that a council can only spend on essential services, surely this undeserved gong cannot proceed and we might save a few million being wasted on a pointless charade?
Perhaps your paper could investigate?
