SIR - I note again that someone has accumulated points, and yet they have not lost their licence.

If this person (and others) is that concerned about a licence (for whatever important reason) surely they should protect it, primarily by avoiding accumulating points.

I understand there are a great many driving with more than 12 points. Perhaps the answer is to take away their licences and fine them, and to drive the point home, ask them to pay for the taxis/trains/buses/chauffeurs they would need to use instead.

It suggests that many "dangerous and irresponsible" drivers are allowed to compromise the roads. The roads are bad enough as they are, without encouraging inappropriate drivers/driving.
