A bid to turn a joinery workshop in Wyke in to 15 flats goes before Bradford planners at City Hall on Thursday.
Developers want to turn the existing three-storey building at Victory Works, Garden Field, into homes but there have been local objections.
Residents nearby are worried the site would be over developed, there is not enough parking and about the way in and out from Garden Field on to Towngate because of a blind single track access close to a pedestrian crossing.
Planning officers are recommending approval with a condition on affordable housing.
