A suspended family doctor is to appear before the General Medical Council’s fitness to practise panel next week.

The panel, sitting in Manchester, will consider a case of impairment by reason of misconduct, deficient professional performance and conviction against Dr Jane Hornsey.

The panel will inquire into the allegation that, while employed as General Practitioner at North Street Surgery, Keighley, Dr Hornsey on several occasions prescribed medication dishonestly.

It is alleged that Dr Hornsey inappropriately delegated responsibility of a patient during an asthma attack, acted in an aggressive manner toward a family member of another patient, and also failed to refer that patient and a second patient to hospital in good time.

It is further alleged that Dr Hornsey did not perform home visits as requested in respect of four patients, acting in a manner that was not in the patients' best interests and below the standard expected of a reasonably competent GP.

It is also alleged that Dr Hornsey did not deal with a significant amount of medical correspondence in a timely manner, including clinical letters not entered on the clinical computer system, patient test results not entered on the clinical computer system and letters to other GP addresses ranging in date between 2005 to 2008 which had not been forwarded to the correct address.

The panel will also consider the fact that on July 14, 2010, Dr Hornsey was convicted at Bradford Crown Court of an offence of assault occasioning actual bodily harm contrary to Section 47 of the Offences Against the Person Act 1861, and was sentenced to a conditional discharge for 12 months and ordered to pay compensation, and also that on February 9, 2011, at Skipton Magis-trates’ Court, Dr Hornsey was convicted of an offence of drink-driving and was sentenced to a Community Order and disqualified from driving for two years.

The panel is due to meet at St James’s Buildings, Oxford Street, Manchester, between July 11 and August 12.
