Leaflets detailing the terms of a teenager's Anti-Social Behaviour Order (ASBO) have been distributed to residents on a Keighley estate to coincide with his release from a young offenders' institute today.

In the second initiative of its kind in the division, Keighley Police sent out the leaflets to a thousand homes in Braithwaite and Guard House featuring the terms of a three-year ASBO slapped on Thomas Gilmore.

But Alex Thompson, chairman of the Keith Thompson Community Centre in Braithwaite, was not holding out much hope that the ASBO would make any difference. He said: "The ASBO is like a badge of honour to these kids. Until one gets the full five years for breaching it and gets put out of circulation for a long time then they are not going to work." Gilmore, 16, has been subject to the ASBO from Bingley magistrates since April for a long list of offences. Now, six months after the order was served, Gilmore has been released back into the Keighley community.

A spokesman for West Yorkshire Police said: "We believe that local communities need to know that action is being taken against people who spoil the lives of the law-abiding majority. Publicising the fact that orders exist does indeed show that we are taking action and can encourage people to come forward."

The move follows the success of a similar leaflet drop in the Parkside estate in January 2004. As in that case, the police would not allow the KN to print a copy of Gilmore's leaflet - claiming it would be inappropriate to release it to the media.

A spokesman said: "We believe that such publicity must be proportionate and effective in each specific case. There may be times when the local newspaper will be the appropriate way, whilst local leaflets will be more effective in other circumstances."

In the leaflet, which features a photograph, Gilmore is prevented from entering the Braithwaite and Guard House estate within the boundary of North Dean Road, Braithwaite Road and West Lane, except to visit family homes on Braithwaite Drive.

He is also prohibited from carrying bladed or pointed instruments, using offensive language, damaging property, driving and causing harm to others within the Bradford district. Gilmore's ASBO is in force until April 7, 2008. Anyone who witnesses Gilmore in breach of the terms of his ASBO should report him to the police on 0845 6060606.
