A SCHEME to build an embankment and create a new lake at an Otley beauty spot could be subject to an environmental assessment.

A plan to build a fishing lake with an island and construct a bund to the existing lagoon at Knotford Nook has been submitted to Leeds City Council by The Leeds and District Amalgamated Angling Association.

This week Otley Town Council's plans sub-committee examined the plan and resolved to request further information before giving an informed response.

Sub-committee chairman Phil Coyne (Lab, Ashfield) said: "Issues for us are those of the green belt, particularly as it has provision for two car parks with 76 spaces between them. It would be quite noticeable with a ten feet high bund around and would be clearly visible from the Chevin.

"This is a difficult one - it will make a considerable impact. Bunding is made to protect stock in the lagoon when the Wharfe floods and protects from contamination."

The plan aims to maximise fishing positions, with a 1.8 metre wide footpath around the lake with 60 fishing positions on the new lake. In addition, the plan could bring benefits for disabled anglers and wildfowl on the central island.

Councillors welcomed the prospect of disabled access for the area but had other reservations. The site is regarded by the Royal Society for the Protection of Birds (RSPB) as a significant one in the north of England.

Coun David Egan (Lab, West Chevin) said: "I believe bunding obscures the view of the lake from people walking along the Old Road. For bird watchers and residents it will exclude views of the lake and from people who have a legitimate interest in it."
