Investigations were today under way into the circumstances surrounding a police pursuit which ended with the death of a young driver.

The 19-year-old, who has not been named, was killed when his car smashed into a wall and flipped over after being followed by a police vehicle.

The matter will now be investigated by officers under the supervision of the Police Complaints Authority. The police have voluntarily referred the matter to the independent watchdog. The investigation is to be conducted by Supt Joseph Penrose, supervised by Mr Tony Willams of the PCA.

The coroner has been informed and an inquest will be held.

Sgt Steve Brown, of Odsal Police, said the silver Toyota Corolla was "out of sight" of the police car when it smashed into a wall on Leeds Road near the junction of Moorland Lane.

He stressed police drivers followed strict guidelines governing the pursuit of suspect vehicles which were designed to minimise danger.

Sgt Brown added: "We do not take any risks and in all circumstances retain a safe distance."

When in pursuit of a suspect vehicle, drivers are recommended to follow the Association of Chief Police Officers' Codes of Practice. As an operational police document, its contents are kept confidential from the public.

A recent ACPO report into police pursuits recommends: "Individuals should only exercise legal driving exemptions, such as exceeding the speed limit, if they have received the appropriate driver training."

The report adds that sirens and emergency lights should be used "in all appropriate circumstances".

It also states that police vehicle accidents resulting in "death or life-threatening injury" should be voluntarily referred to the Police Complaints Authority.

It says: "Such openness is to be applauded and is recommended as good practice."

Sgt Brown said: "Because a police vehicle was involved in the initial stages of this incident, we will hold a full investigation which will be overseen by the police complaints authority."

He said although witnesses were being interviewed about the incident at about 2am yesterday morning, officers were keen for any others to come forward.

The wreckage of the victim's car is being studied by the Accident Investigation Branch to see if it holds any clues as to why the accident occurred.

The driver of the police car will receive counselling if needed.

Anyone who saw the vehicle being driven along Leeds Road should contact the officers on (0845) 6060606.
