Spen residents will be sent permits in March so they can continue to use the five household waste recycling centres in the district.
The permits will be in the centre of the new A-Z Directory of Council Services, which will be sent out with council tax bills.
The new scheme is being introduced to prevent people from outside Kirklees using the centres that are provided for residents only.
Every year, the council deals with approximately 43,000 tonnes of rubbish through these centres and the amount of rubbish deposited by non-Kirklees residents has been increasing.
Non-Kirklees residents do not contribute to the financial cost of running the sites or to the cost of disposing of their rubbish. From April, anyone wishing to dispose of, or recycle, their household rubbish will have to display a permit, designed to be placed inside a car windscreen. The permits are free to Kirklees residents.
Attendants will monitor all vehicles entering the sites to prevent abuse of the scheme and provide assistance where necessary. Anyone wishing to use a commercial vehicle to deposit their own household rubbish will need to apply for a separate commercial vehicle access permit.
