Kirklees Council has pledged that its review of services for older people will continue to raise standards in its residential homes.
The pledge follows a government announcement that it is relaxing its minimum standards for care homes.
Councillor Sylvia Smithson, Cabinet member responsible for Social Services, said: "We will obviously look very carefully at the recent government announcement but it is essential that care services are brought into the 21st Century.
"Residential care, when needed, has to be of a high quality."
Coun Smithson reiterated that the policy followed a review and report from the Older People's Policy Panel before the government's original announcement of new standards for care homes.
The council's policy was based on the known desires and needs of older people in Kirklees.
"We in Kirklees are not lowering the standards that our elderly residents say they want," she said.
