A councillor who was suspended from his party and Bradford Council after he was found with pornographic material on his computer is to resume his chairmanship of a committee.

Coun David Heseltine (Con, Bingley), who was found guilty of bringing Bradford Council into disrepute by storing offensive images on his lap-top, has been re-elected chairman of Shipley Area Committee.

Councillor David Heseltine (Con, Bingley) stepped down as chairman at a private meeting of the Tory group in November last year after his council-owned lap-top was found to contain the indecent images.

Coun Heseltine today said he was glad to be able to resume business as usual.

"I am pleased to have been proposed and accepted as chairman of the committee by all the panel members. I will endeavour to carry on the work to the best of my ability," he said.

Coun Heseltine said there was a process that had to be gone through and a penalty to be paid. "That has now been done and it is in the past," he said.

E-mails of jokes and images of semi-nude women were found by a Council employee who was carrying out routine repair work on the machine.

The case was originally referred to the Standards Board for England by council leader Councillor Margaret Eaton.

It compiled a report that was considered by the Council's Standards Committee Panel. The panel found Coun Heseltine guilty of breaking the Council's code of conduct by bringing the authority into disrepute and misusing resources.

He was suspended as a councillor for one month and was unable to attend any council or committee meetings until his suspension ended. He was also suspended for a month by the Tory party.

During his suspension Coun Heseltine was replaced as committee chairman by Councillor Chris Greaves.

Coun Greaves said: "I regarded the position as a temporary one and I am delighted that David is back in the position where he belongs.''

A Bradford Council spokesman said: "Members of the Council's Standards Committee have asked officers to produce an updated e-mail and internet policy for councillors. This is due to be brought back to the committee next month.''
