Controversial plans to convert part of mill in Hebden Bridge into 18 apartments are back in play – five years after approval was originally granted.

Kirklees Estates were granted planning permission for their plans to convert part of Linden Works at Linden Road by Calderdale planning councillors in September 2021 on planning officers’ recommendation.

The plans had – and are again, social media shows – causing some consternation among the town’s arts community with space there being used as studios, among other business spaces.

Many objectors also had concerns about a lack of parking, an issue which caused councillors to consider the issue closely, including deferring a decision once for more information to be obtained.

Councillors explored the possibility of a legal agreement which would prohibit parking permit applications by the new residents, although officers advised them this was not possible.

The Planning Committee councillors at that time had wanted to know if there was a way they could ensure the development was effectively made car-free.

They heard the mill being described as being in a densely populated area, with narrow access and limited parking.

However, other aspects were wrapped up in a legal agreement including an affordable housing element, a cash sum to improve recreational open space, and some road improvements.

Five years on, and the council has been consulting on the application again, and the authority says the application will be reported back to the current Planning Committee for reconsideration and determination.

The council explains this is because the legal agreement remains outstanding and the application must now be reassessed against policies in Calderdale Council’s Local Plan, which was adopted in March 2023.

Given the length of time since the committee passed the plans and the introduction of the new Local Plan, the fresh consultation is being undertaken to obtain updated comments from statutory consultees and local residents.

In light of these circumstances, the application will then be reported back to Planning Committee for reconsideration and determination, says the authority.
