Search the Public Notice PortalBRADFORD Council’s Leader has “set the record straight” after telling councillors a flagship regeneration scheme was worth £2 million less than it had actually been valued at.
Councillor Stephen Place (Reform UK, Royds) gave his first Leader’s Report at a meeting of Bradford Council earlier this month.
The report slammed the council’s previous leadership, highlighting a number of projects.
One of these was One City Park – the redevelopment of the former Tyrls police station site and creation of a multi-storey office block.
One City Park worth just £7 million?
The building, which cost £32m, is currently home to international firm PWC.
But half of the floor space in the development lies empty.
In March, councillors were told the authority was in discussions with a “prospective tenant” – but there has been no announcement since.
Cllr Place’s Leader’s report said: “This administration has inherited decision making that was simply staggering.
“An office block built at a cost of £32 million, that four years later is worth £7 million, is still only part occupied and costing the people of Bradford circa £800,000 a year in lost revenue and interest.”
£9 million a 'more suitable figure'
After the meeting the Telegraph & Argus asked Cllr Place about the £7m figure, and where it came from.
Cllr Place replied: "The independent Montague Evans valuation of One City Park included in the council accounts for 2025/26 of £9,095,441 would be a more suitable figure to use at this time.
“I appreciate the opportunity to set the record straight on this factual issue."
It remains unclear where the £7m figure included in the Leader’s Report came from.
One City Park's history
The office building has been one of the main regeneration schemes by the former Labour leadership of Bradford Council.
The council argued it was needed due to a lack of Grade A office space in the city centre, with the last major office development having been built 20 years earlier.
Anchor tenant PriceWaterhouseCooper moved into the building in 2024, taking up roughly half of the floorspace and bringing 200 staff.
PWC said that number would eventually rise to 500 staff.
Funding for the office building included £25,216,226m that came from council borrowing and a £7.5m Levelling Up Fund grant that was awarded by the Conservative Government.
Then Housing Secretary Robert Jenrick, announced that £7.5m funding in 2020 as part of a push to “get Britain Building” with One City Park being seen as a “shovel ready” regeneration project.
Mr Jenrick has since defected to Reform.
