A CITY centre residential conversion has been refused over concerns the living space of one of the flats would not have any windows.

Planners said the lack of natural light for future residents would “have a significant negative effect on an individual's health and wellbeing.”

An application to convert the upper floors of 22-24 Ivegate to four flats was submitted by Khalid Khan earlier this Summer.

A similar application was refused earlier this year, with officers citing the lack of natural light in some rooms.

The new application includes a revised layout of the four flats, which would be spread out over two floors.

But one studio flat in the development would not have any windows in the room set aside as a living and kitchen space.

The bedroom and bathroom of that flat would each have a small window.

Planning officers have now refused this second application, saying: “The living space of flat 2 does not appear to be served by windows which will result in the future occupant not having access to outlook, ventilation and relying on artificial light within their main living space.

“A lack of natural light can have a significant negative effect on an individual's health and wellbeing and would result in substandard levels of accommodation.”
