A NURSERY has responded after it was rated ‘inadequate’ in its first full Ofsted inspection.

Shine Bright Day Care & Out of School Club was inspected by the education watchdog on January 31 this year and a report was released on March 6.

The nursery, on Leeds Road in Liversedge, received the lowest rating overall and in the inspection categories relating to personal development and leadership and management and 'requires improvement' for the quality of education and behaviour and attitudes.

In a statement, the nursery said all the recommendations set by Ofsted are now met.

In the report, concerns were raised about safeguarding.

"There are individuals with legal responsibility for the nursery who Ofsted has not been able to carry out checks for," inspectors said.

"This includes a director of the nursery. This does not ensure the safety of children as the suitability of these individuals has not been appropriately checked.

"Most staff understand their responsibilities to safeguard children. They can describe the signs that a child may be suffering from harm or abuse and what action they should take.

"However, there are staff who often have sole responsibility for groups of children who do not understand the signs they should look for.

“This further compromises the safety and well-being of children as this does not ensure that they receive swift support when they need it."

While inspectors said children were "happy and well cared for by staff" the report raised concern that staff working with older age groups "do not know the children well enough".

It said: "As such, they do not provide a curriculum that meets older children's needs and prepares them for their next stage in learning.”

The report said the manager “acknowledges the difficulties and challenges that staffing issues are having on the nursery and the children who attend” but she was said to have a “robust plan to ensure that improvements are made”.

A spokesperson for the nursery said the ‘inadequate’ rating was given “due to one of the directors, who does not work in the setting, not completing an EY2 form and the agency staff in place not knowing the children's next steps in their development”.

An EY2 must be completed by an individual taking up a governance position in a daycare organisation, or if they start living or working in a home where daycare takes place.

The spokesperson added that the nursery is “continuing to work with the children, parents and the Local Authority - this was evidenced in the report where it stated that 'children are happy and cared for by staff' and this was mirrored by parents' feedback also found in the report”.

They added that agency staff members were a short-term solution, but permanent staff are now in place.

“We have now completed all the recommendations set by Ofsted and await our re-inspection,” the spokesperson added.
