Flats proposed for an iconic Bradford building would be “below the levels of amenity expected of modern day living.”

Bradford Council has this week refused a planning application to turn a basement area of Eastbrook Hall on Leeds Road into four studio flats.

The Little Germany building is Grade II listed, and King Charles III played a part in ensuring the building was redeveloped.

It has been converted into business units, office space and apartments.

This Summer Mansukh Gorasia submitted the planning application to convert the basement space into four apartments “for short stay occupants in the local area.”

Planning officers raised concerns about the living standards provided by the flats. Refusing the plans, they said: “The small size of the windows which will be located wholly below ground level does not appear to allow natural light to flow to all areas at any time of the day.

“The apartments will also have a limited outlook due to the limited size of the window and how each of these apartments is laid out, which in combination with the lack of natural light, would have a profound impact on resident's physical and mental wellbeing.”

They said two of the flats would have a “miserable outlook of a blank wall.”

Officers added: “The amount of light and outlook that each basement apartment will receive is inadequate and below the levels of amenity expected of modern day living.”
