A PROPOSAL that would lead to motorists who park in a Conservative Club car park being fined has been refused over concerns it could lead to “clutter” on a 17th Century building.

This Summer a planning application to install an ANPR camera and warning signs at Shipley Conservative Club on Otley Road near Shipley Rail Station was submitted to Bradford Council.

The building is Grade II listed, and dates back to the 17th Century, making it one of the town’s oldest buildings.

The application by Yaseen Laher said the 30-space car park had been “abused” by some motorists, and the plan would lead to non-permit holders being fined for parking there.

The application has now been refused.

Heritage officers pointed out that while the application includes a heritage statement, it seemed to be entirely focused on the impact of the scheme on Saltaire – which is just under a mile away from the this building.

The report says: “It only considers the impacts on the Saltaire World Heritage Site and seems to overlook that the subject property is Grade II listed.

“A number of signs are proposed to the building. At least three are shown to be attached to historic fabric.

“It is necessary to minimise clutter on listed buildings and alternative solutions which do not require signs to be fixed here need to be considered.”
