PEOPLE living on a new build estate in Bradford have described feeling “fobbed off” by their housing developer almost a decade on.

Taylor Wimpey first welcomed homeowners to its Crest Park estate, Heaton, in 2013, entering a section 38 agreement with Bradford Council.

That deal saw the developer promise to build the road – and the sewage system underneath – to an acceptable standard before the Council and Yorkshire Water can legally adopt it.

But nine years later, residents are still being “bounced from pillar to post” when they query delays.

Crest Park resident Shoiab said: “Let’s say we want to request a street clean because the road is dirty, because the road is a private road we’re not allowed to request that service. We’re paying council tax but Bradford Council can’t help us.

“Residents send multiple emails and calls a year to be fobbed off.

“You just get bounced from pillar to post.

“Residents just are completely frustrated and fed up. They just keep regurgitating the same reasons.

“What we all want is an end to it.”

Another resident, Kashif, who helped set up a WhatsApp group for the estate, said: “We are being deprived of access to certain local authority benefits and other services.

“Given the vast profits that Taylor Wimpey have made, it’s a scandal that they have simply ignored their responsibility to us, leaving us in limbo.”

According to Bradford Council and Yorkshire Water, it is not possible to adopt the estate’s roads due to the developer facing issues over land rights for the sewer.

A spokesperson for Yorkshire Water said: “We’ve already adopted the foul part of the network at this development, but there are outstanding legal matters that require information to be provided to us from Taylor Wimpey in relation to the surface water network. Until these are received we are unable to fully adopt the network.”

“We will continue to push the developer to ensure this happens as soon as possible,” Bradford Council added.

A spokesperson for Taylor Wimpey said: “We are very sorry for the delay in the adoption of the roads and sewers at our Crest Park development.

"The roads and sewers are complete to an adoptable standard and we are currently in the final stages of securing a legal agreement with third-party landowners relating to access to the sewers. We are hopeful that this will be signed shortly. 

"Once the legal agreement has been signed we can begin the formal handover process to Bradford Council and Yorkshire Water."
