PLANS for a new Mediterranean restaurant in an empty shop could “rejuvenate an unkempt area” of Otley town centre and boost its “lacklustre night-time economy”, it has been said.

The application would see a former shop in Kirkgate in the town converted into a restaurant, bringing a new addition to the high street if approved.

The premises has stood vacant for some time, and was last used as a shop and before that had been a travel agents.

If approved, the unit would have tables and seating inside with space for up to 30 guests, along with a new bar and customer counter.

Giving its backing to the plans, Otley Business Improvement District (BID) said its opening could stop a “downhill trend in danger of continuing” in the town’s centre.

It would serve Mediterranean-style dishes, which the plans state includes “grilled meats, salads, pasta dishes, etc., as well as paninis and other snacks.”

It adds: “Breakfast will also be served in the morning. Also, all types of coffees, teas and cold drinks will be served.”

The plans say the restaurant fit out would be “done to a very good standard”, and externally the existing blue sign would be painted black to “tone it down”.

If approved, the applicant Addulcelal Arik plans to operate the business from 8am to 10pm, seven days a week, and provide three full-time and four part-time jobs.

The property sits in Otley Conservation Area, and is described by the Otley BID as a “prominent location”.

Giving its support for the plans, Otley BID said: “The prominent shop is currently empty after temporarily being a second-hand shop, and previously occupied by TUI travel agents and a lengthy period without occupation.

“To prevent another period of being empty a new occupant would be welcome, and new employment opportunities are always welcome.

“Although in the Conservation Area, Kirkgate is currently somewhat unkempt in appearance, a downhill trend in danger of continuing, and the proposed use would be most welcome in rejuvenating the appearance of that part of the street.”

The BID also said the restaurant would bring “vibrancy” to the town through the day, while also contributing to addressing a “lacklustre night-time economy that is a significant shortfall in the town’s visitor appeal”.

The application is now being considered by Leeds City Council, with a target date for a decision of Thursday, April 14.
