WEST Yorkshire Police has announced three new chief officers, who have almost 80 years of experience between them.

The force revealed today that it has made three new permanent appointments to its Chief Officer Team, after recently conducting Assistant Chief Constable (ACC) interviews.

ACC Osman Khan now heads up the Local Policing and Safeguarding portfolio; ACC Tyron Joyce has Specialist Crime and Criminal Justice; while ACC Scott Bisset is ACC for the National Police Air Service (NPAS).

 

 

All three were temporary West Yorkshire Police ACC’s, prior to confirmation in their substantive posts.

Chief Constable John Robins QPM, said “I am delighted to welcome Osman, Tyron and Scott to the team on a permanent basis.

 “Policing West Yorkshire has always been a hugely demanding job, never more so than now. 

“I am confident that their collective knowledge and keen strategic thinking will be a massive asset, not just to me and my COT colleagues, but to the organisation as a whole and, most importantly, to the public of West Yorkshire who we serve.”

ACC Joyce has worked in the police service for the longest, having joined in 1990.

He spent a decade with the Metropolitan Police and was with Cambridgeshire Police before joining West Yorkshire Police in September 2008.

The new ACC initially served as Superintendent in charge of Disclosure and then as the Superintendent Operations at Wakefield District.

He was promoted to Chief Superintendent in 2016 and led the formation and delivery of the NPAS.

In April 2019, ACC Joyce moved to Commander at Operational Support - a force resource which includes dog and mounted sections, as well as firearms - before joining the Chief Officer Team this month as Temporary Assistant Chief Constable Operations.

ACC Joyce said "I am proud to have the opportunity to continue to lead and work alongside some outstanding people."

Meanwhile, ACC Bisset has been with West Yorkshire Police for 26 years - since 1995 - and has wide operational experience in a variety of uniform and detective roles in both Bradford and Leeds.

He is an accredited Public Order and Firearms Commander and for a time served as the Bradford District Commander, until 2019. 

As a Chief Superintendent he spent time as the force lead for organisational change to meet the continuing challenges of transforming policing in West Yorkshire. 

ACC Bisset joined the Chief Officer Team in September 2020 as Temporary Assistant Chief Constable leading the NPAS.

He said:  "I am delighted to be appointed in West Yorkshire.

"It is a privilege to continue to work with outstanding colleagues who are committed to serving the public.

"I want to do all I can to help keep the people who live, work and visit the county safe”. 

Finally, ACC Khan joined West Yorkshire Police just over two decades ago, in 2000.

He served across Bradford for ten years in various roles, before moving to the then North-East Leeds Division as Detective Inspector.

ACC Khan was then promoted to Detective Chief Inspector and Deputy Head of Professional Standards in late 2011. 

After a spell in Kirklees District, he returned to Professional Standards on promotion to Detective Chief Superintendent, before taking over as District Commander in Bradford in early 2019.

He joined the Chief Officer Team In May 2020, as Temporary Assistant Chief Constable overseeing the Specialist Crime Portfolio, including the Regional Organised Crime Unit, Counter Terrorism Policing and Regional Scientific Support.

ACC Khan said: “I’ve thoroughly enjoyed my West Yorkshire Policing career to date and am delighted to take up my new role.”

All three took up post from last Monday (January 24).
