A PROPOSAL to turn a once popular Bradford pub into a clinic and cafe has been thrown out by planning officers.

The Northern on Halifax Road shut last year shortly after the venue was put on the market by Admiral Taverns.

Last last year a planning application to convert the building into a mixed use clinic and cafe was submitted to Bradford Council by a Mrs Hussain.

The application included few details about what type of clinic the new venture would be - and referred to the pub as "The Northern Lady."

Planners at the Council have now refused the application, saying there was a lack of detail on how the two disparate functions would work side by side.

They pointed out that the plans appeared to show theatres and "post op" rooms that would be located one floor down from a kitchen, and that the waiting area was next to the food servery.

The application said the clinic would open from 8am to 8pm and the cafe would open seven days a week from 7am to 11pm.

Raising concerns about the lack of detail in the application, officers said: "Additional information was requested from the agent as the 'clinic' use proposed is considered vague.

"The agent has confirmed the use to be 'private general practice and aesthetics' which again is too general especially given that there are operating theatres, post op rooms and clinics.

"Further information was requested but no response has been received.

"There are insufficient details provided as to what the proposed clinic will offer and limited information available to assess the suitability of the proposals and the level of impact the proposals would have on nearby residential dwellings.

"The plans submitted with the application show clinic rooms, theatres and post ops rooms on the ground floor.

"Directly above the post op rooms is the kitchen and servery and this could result in noise impacting on those in post op recovery.

"There is a question of whether these uses are suitable or even compatible in a building of this size which is small in scale.

"The waiting area is also in full view of the serving counter and access to the waiting area would be through the café which may be a conflict in terms of patient confidentiality."

Officers also said there were not enough parking spaces for a site that was operating both as a clinic and a cafe.
