A DECISION by Bradford Council to refuse permission for an outdoor dining terrace at a busy food court will go to appeal.

The plans for a first floor “covered external dining area” at the food court on Ingleby Road was refused by planning officers in June.

Submitted by Amaan Ellahi, the application said new seating area, on the flat roof of a single storey rear section of the building, would provide extra space for the customers of Mother Hubbard’s restaurant.

But planning officers at Bradford Council said it had not been made clear how the seating area would be accessed by Mother Hubbard customers, and there was no information about how it would impact on extraction equipment on the flat roof.

Highways officers also raised concerns, saying: “It is not demonstrated that the car park can accommodate the level of parking indicated alongside existing uses and servicing requirements.”

Mr Ellahi has now lodged an appeal against that decision by the Council, meaning the final decision on the plans will be made by a Government appointed planning inspector.

The appeal says: “The proposal will add a much-needed external dining space in line with current Government Covid 19 restrictions to the Ingleby Road Food Court and bring with it a different concept for its users.

"The applicant has a proven track record operating the restaurant business at the site. They have never received a complaint regarding noise or disturbance from any of the neighbouring business’ or the public."
