AN office block just yards from Bradford City's Valley parade can be converted into flats.

Stockport based Breeze Estates Ltd have been granted "permitted development rights" to turn Cornwall House, on Cornwall Terrace, into 22 flats.

Permitted development is a Government policy that allows developers to convert office space to flats without planning permission.

Councils can only block such schemes if there are highways or environmental health concerns.

This development would see 22 flats created over the building's five floors - a mix of one bed and studio flats.

Last year Bradford Council blocked plans to turn this same building into a "house in multiple occupation" made up of 48 bedsits, with shared kitchen and living spaces.

They said that application, by Waterway Property Investments, had inadequate parking for 48 people and poor living conditions in some flats.
