A traffic-light-controlled pedestrian crossing could be placed at the bottom of Halifax Road at Ingrow, Keighley, at the entrance to the new housing development in nearby Grove Mills.
Lights would control traffic entering and exiting the complex as well as travelling along Halifax Road.
The crossing would replace an existing zebra crossing in Halifax Road, above the Hainworth Lane junction.
Skipton Properties is converting the mills into 354 apartments and building 53 new houses.
The traffic lights proposal is revealed in a plan due to be discussed on Thursday by Keighley Area Committee.
