A FLYTIPPER has been ordered to pay almost £600 in fines and court costs after admitting dumping rubbish on two occasions in the city centre.

Lee Hannon, 32, of Wycombe Green, Holme Wood, pleaded guilty at Bradford Magistrates' Court to two charges of causing controlled waste to be deposited on land at Airedale House, Grand Mill, Sunbridge Road, Bradford on July 26 and August 6 this year.

The court was told Hannon, a former self employed gardener, was helping a friend clear out his flat in Airedale House and was putting rubbish in bins that served tenants at the block of apartments.

Defending, Saf Salam said: "My client was assisting a friend who was moving out of the apartment block and was under the impression he could deposit some of his own waste in the bins.

"He admits it was a reckless act but it was not done as a disregard for the law."

The crown prosecution service said CCTV cameras had seen Hannon and another man in a Ford Transit van drive into a back street near Airedale House and deposit materials such as carpets and cut offs, laminate boards and black bags which they laid against the wall near the bins on July 26.

On August 6 the same vehicle was seen depositing garden waste, black bags, bricks, concrete blocks, rubble, plastic plant pots, a sofa and a vacuum cleaner in and around the bins on the same land.

Some of the waste was from Hannon's former gardening business. It was established he was no longer self employed because his van had since been repossessed because of a lack of work.

Mr Salam queried the CPS request for costs of £761 which they say was made up of £425 in legal fees and £336 in officer time.

The court ordered Hannon pay reduced costs of £400, a fine of £160 for the first offence with no separate penalty for the second offence. He was also ordered to pay a victim surcharge of £32.
