A CARE home has been told to improve by health watchdog the Care Quality Commission (CQC).

Holly Park Care Home, on Clayton Lane, Clayton, was judged as requires improvement overall and in all areas and found to be in breach of four regulations.

The home received the same overall rating last year, but was judged to be good in the 'Is the service effective? Is the service caring? and Is the service responsive?' questions.

A report published following the latest visit says: "The inspection was unannounced.

"We brought our inspection forward as we had received information of concern from a number of sources."

The report says people did not always receive their medicines as prescribed and that while regular safety checks took place to help ensure the premises and equipment were safe one of the slings for the hoist did not have a current safety certificate.

"We brought this to the attention of the provider," says the report.

"After the we completed the inspection visit we were informed of a specific incident involving the use of a sling and we are following up our enquiries into this matter."

The report says that people said they did not feel involved in their care and did not know about their care plans.

"In one person's care plan it stated they liked to be in bed all of the time." it says. "However, when we spoke with them they told us they would like to get up."

It also says there was not a lot on offer to keep people occupied, and for "much of the time people were just sitting with the television on".

Inspectors say improvements had not been made around quality audits and they were not always effective in identifying issues. It was also the third inspection where issues around medicine management were identified.

The report says staff morale was mixed and there was not an "an open and honest culture".

However, people told inspectors they were happy living at the home and the report says staff treated people with dignity and respect, supporting them in a "caring way to promote their independence".

It says the home was clean and tidy, staffing levels were generally well maintained and it was recently given the highest award for food safety.

A spokesperson for the home said: "We have taken on board the comments from CQC and regret to note that the quality of services fell below the usual high standards maintained by the facilities run by Park Homes. All of the concerns have been addressed, a new home manager has been appointed and we look forward to a positive inspection report when the CQC next visit."
