NOTICE is hereby given that a Public Local Inquiry in connection with the Order mentioned below will be held by an Inspector appointed for the purpose by the Secretary of State for Transport at Victoria Hall, Victoria Road, Saltaire, West Yorkshire BD18 3JS from 30 January 2018 to 2 February 2018, starting each day at 10:00 am to hear representations from remaining objectors (as defined in the Compulsory Purchase (Inquiries Procedure) Rules 2007), from any other persons having an interest in the land the subject of the Compulsory Purchase Order and, at his discretion, to hear representations from any other persons who may desire to appear and be heard.
THE ORDER is an Order which has been made by The City of Bradford Metropolitan District Council under the above-mentioned Acts and submitted to the Secretary of State for Transport for confirmation and is:-
THE CITY OF BRADFORD METROPOLITAN DISTRICT COUNCIL (A650 HARD INGS ROAD IMPROVEMENT, KEIGHLEY) (SIDE ROADS) ORDER 2017
This is an Order under Sections 14 and 125 of the Highways Act 1980, which, if confirmed, will authorise The City of Bradford Metropolitan Borough Council to:
a) Improve highways (including raising, lowering or otherwise altering);
b) Stop up private means of access to premises; and
c) Provide new private means of access to said premises.
THE CITY OF BRADFORD METROPOLITAN DISTRICT COUNCIL
(A650 HARD INGS ROAD IMPROVEMENT SCHEME, KEIGHLEY)
COMPULSORY PURCHASE ORDER 2017
This is an Order under Sections 239,240,246, 250 and 260 of the Highways Act 1980 which, if confirmed, will authorise The City of Bradford Metropolitan Borough Council to purchase compulsorily the land and the new rights over land described therein for the purposes of:
a) The improvement of the A650 Hard Ings Road from its junction with the A629 Beechcliffe Roundabout, generally eastwards to a point 75 metres west of its junction with the Bradford Road Roundabout;
b) The improvement of a highway and the provision of new means of access to premises in pursuance of The City of Bradford Metropolitan District Council (A650 Hard Ings Road Improvement, Keighley) (Side Roads) Order 2017;
c) The improvement or development of frontages to the above mentioned highways or of the land adjoining or adjacent thereto;
d) Use by the City of Bradford Metropolitan District Council in connection with the improvement of highways and the provision of new means of access to premises mentioned above;
e) Mitigating the adverse effect which the existence or use of the highways proposed to be constructed or improved will have on the surroundings thereof.
All on or in the vicinity of the route of the classified road known as the A650 Hard Ings Road, Keighley which the Council are proposing to improve from its junction with A629 Beechcliffe Roundabout, generally eastwards to a point 75 metres west of its junction with the Bradford Road Roundabout.
COPIES of the above-mentioned Order and plan referred to therein and any proofs of evidence, sent to or by the promoting authority have been deposited and may be seen at all reasonable hours free of charge at the offices of The City of Bradford Metropolitan District Council, City Hall, Centenary Square, Bradford, West Yorkshire BD1 1HY, Keighley Town Hall, Bow Street, Keighley, West Yorkshire BD21 3PA and Keighley Library, North Street, Keighley, West Yorkshire BD21 3SX. The documents will also be available to view on the Council's website at: https://www.bradford. gov.uk/transport-and-travel/major-highways-schemes/hard-ings-road-improvement-scheme.
COPIES of any proofs of evidence, sent to or by the promoting authority, are also available for inspection at the above addresses from Thursday, 21st December 2017.
PROCEEDINGS on the above-mentioned Orders are being taken concurrently by virtue of Section 257 of the Highways Act 1980.
THE SECRETARY OF STATE FOR TRANSPORT hereby directs that
any person who intends to submit at the Inquiries that any highway or proposed highway to which the Orders, or either of them, relate should follow an alternative route, or that, instead of improving, diverting or altering a highway to which the Orders, or either of them, relate, a new highway should be constructed on a particular route, shall send to him at Department for Transport, National Transport Casework Team, Tyneside House, Skinnerburn Road, Newcastle upon Tyne NE4 7AR, not later than Tuesday, 9 January 2018, sufficient information about the alternative route or the route of the new highway, as the case may be, to enable it to be identified. Failure to comply with this direction will entitle the Secretary of State and the person holding the Inquiries to disregard so much of any objection as consists of such a submission.
