Water Resources Act 1991 (as amended by the Water Act 2003) Notice of proposed trial of compensation releases in the Oak Beck Valley
Notice is hereby given, in accordance with Section 37 of the Water Resources Act 1991 and Regulation 6 of the Water Resources (Abstraction and Impounding) Regulations 2006, that Yorkshire Water Services Ltd in collaboration with the Environment Agency are proposing to introduce a compensation regime in to Scargill Beck (a tributary of Oak Beck) downstream of Scargill Reservoir at SE 23300 53500, west of Harrogate and east of Fewston, North Yorkshire.
From the 10 September 2019, for a period of 5 years a new minimum compensation flow discharge of 0.35 megalitres per day (Ml/d) will be introduced from Scargill Reservoir. This will provide a protected low flow into Scargill Beck. The current Haverah Park reservoir group (Scargill, John O'Gaunts, former Beaver Dyke, and Ten Acre) compensation will reduce from 0.909Ml/d to 0.75Ml/d as a result of the changes. There will be no compensation from Ten Acre as the reservoir is no longer a supply reservoir. This loss from Ten Acre will be balanced by introducing a minimum flow of 0.35 Ml/d from Scargill to meet the 0.75Ml/d requirement. A minimum 0.2 Ml/d would be released from John O'Gaunts. The remainder could be released from John O'Gaunts, or from Scargill reservoir if required. The intention of the trial is to improve the ecology of Scargill Beck and Oak Beck to meet the requirements of the Water Framework Directive. Monitoring will take place throughout the duration of the trial.
During periods of dry weather, if stocks within Scargill reservoir drop below 25% (the compensation reduction control line), then the compensation flow from the Haverah Park group will be reduced by 50% to 0.375Ml/d, whilst the compensation flow from Scargill reservoir will also be reduced by 50% to 0.175Ml/d.
