GREENFIELD have put forward several rule-change proposals to lessen the power of the Bradford Mutual Sunday School League's executive committee.

The league being run by an executive has not gained universal favour, with some clubs reckoning they have ignored their own league rules and have too often used the catch-all rule 5c ("to deal with matters not covered by these rules").

Greenfield want rule 5c to be changed so that full league members (i.e. the clubs) are given powers to deal with those issues.

In addition, they do not want any executive members to sit on a disciplinary panel or for them to hear any evidence if they have a close interest in any disciplinary case, and they want more power to go the disciplinary officer.

If a team bowls out their opponents inside 40 overs, Greenfield would like the side bowling second to only have 40 overs, instead of being given the overs not used by the side batting first.

In order to take into account what happened this season, with the last day of Eid falling on a Saturday and many games being postponed to an additional Saturday at the end of the season, the executive committee are proposing that: "All matches shall be played according to the fixture list, except when the home club's ground, through circumstances over which the club has no control, is unavailable, or such occasions where due to religious celebrations (Easter, Diwali or Eid) falling on the day of the fixture, the clubs cannot raise a team."

Another proposal is that a club seeking admission to the league shall submit a written application to the league secretary by September 1 to have the application discussed at the October league meeting, with the final decision being made at the annual meeting.

The executive committee also propose that, due to increases in YCB fees, annual league subscriptions for clubs go up from £140 to £180 for two teams and £80 to £100 for one team.

The league's umpires' association want captains to be able to reduce cup matches to a minimum of 20 overs per side due to poor weather rather than playing 40 overs per side and having to come back in midweek, the fine for failing to provide an umpire to go up from £8 per match to £12 per match, and umpires' fees to go up from £25 per match to £30.

The league's annual meeting will be held on Tuesday, November 17 at Clayton ARLFC (7.30pm).
