PHIL Parkinson believes it is time that goalline technology was introduced at every level – and not just restricted to the Premier League.

Francois Zoko thought he had scored in the 1-1 draw at Notts County with a close-range effort that was scrambled off the line, although replays proved inconclusive.

Parkinson, who was confident it had crossed the line watching from the dugout, insisted that rolling out the current top-flight system to the lower divisions would remove any doubt.

But he does not expect it to happen because of the financial stranglehold of the Premier League.

The City boss said: "There are only 92 grounds and just under a quarter of them have got the technology anyway. It could be done.

"It doesn't cost a great deal and there's no reason why it shouldn't.

"The problem in football at the moment is that the Premier League is getting richer and richer and they've got to filter money down to the rest of the divisions in all aspects.

"The Premier League teams have all got these fantastic TV deals and the proportion of money being filtered down is nowhere near enough.

"English football is about the strength of all four divisions and that's how it is looked on by the rest of the world. We've got to protect that.

"It's the same with the quality of referees. I had a good chat with Dave Allison, the head of referees at this level, on Saturday about his frustration at the lack of funding.

"We've still got part-time referees. You've got people who work Monday to Friday and then have to referee a professional game when there is so much at stake.

"With the money in the game, it's just not good enough."
