A failure to provide enough affordable housing has knocked back a scheme which would have seen 91 homes built on Horsforth's former Woodside Mill site.
Leeds planners agreed in November to delay making a decision on the proposed development for Low Lane to see if the developers were willing to make an improved affordable housing contribution.
But at last Thursday's meeting Leeds Plans Panel West heard that a £455,000 offer towards affordable properties was now on the table - but only at the expense of removing some environmental and public transport elements.
The panel agreed to ask officers to bring back official reasons for refusing the scheme to the February meeting.
