Bradford Council is to work with other West Yorkshire local authorities by appointing a joint legal panel.
Neighbouring Calderdale Council has spearheaded the arrangement, which is one of the first in the country.
The panel will be called upon when it is necessary for a Council to employ the services of external solicitors.

Several firms have been chosen to carry out the work, covering a number of specialist areas, including childcare, debt recovery, commercial contracts, planning, and employment.
Bernadette Livesey, chief law and administration officer for Calderdale Council, said: "With all the new functions and opportunities that are available as local authorities become more innovative and creative, we sometimes need support to deal with issues or to cover any backlog. This arrangement provides us with an effective way of doing just that.
"We are delighted to be working in collaboration with other authorities to help us provide better services."
