SIR – Alan Holdsworth was quite right to highlight the nonsense of the Government applying monetary ‘fines’ to public organisations such as Network Rail, as any such costs would simply be transferred to their innocent customers.
His recommendation that their board members should bear those fines personally has much to commend it.
A similar situation occurs where the Government has agreed to ‘bail-out’ a number of NHS Trusts to the tune of more than £1 billion. Where’s the penalty for those senior managers who allowed it to happen ?
If the Government was serious about management accountability, a condition of those crisis bail-outs should demand the immediate resignations, without compensation, of the chairman, chief executive and finance director of any such failed body. Without that step, those management failures will never end.
