Buildings in Bradford owned by doomed regional development agency Yorkshire Forward could provide a “huge opportunity or a huge potential risk” if they are put in Bradford Council’s hands, the councillor in charge of regeneration has warned.
And the Council could need financial assistance to help deal with the “short-term difficulties and health and safety issues” at some sites, including the former Odeon cinema, said Councillor David Green.
Yorkshire Forward, which is to be wound up by April next year, also owns the former police station at the Tyrls and Magistrates’ Court custody suite and the sites of the former Furniture City, National Tyres Depot in Leeds Road and Velocity Innovation Centre.
Its newly-published Assets and Liabilities Plan, which has been submitted to the Government for approval, states it now seeks to retain public control of the sites where possible but it recognises some sale of assets or transfer to the private sector might be appropriate.
Coun Green said: “We would expect all assets purchased with public money for major redevelopment projects should continue to be held by public bodies to assist in that regeneration rather than sold off to the highest bidder.
“We would want to ensure these assets in Bradford are returned to public ownership, whether through Government bodies or the local authority.”
“If the Council has to inherit the liability without being given sufficient funding to deal with the short-term difficulties and health and safety issues it would be very difficult for the local authority, in terms of costs, to take over something that would drain further money from front-line services.”
Bradford Council Conservative group leader Anne Hawkesworth said: “At the moment everything is extremely unclear. As far as the Odeon is concerned, particularly, something needs to happen quickly.
“Whether putting it into the Council’s ownership would make things happen quickly I don’t know.”
A Yorkshire Forward spokesman said: “Yorkshire Forward has made recommendations to Government detailing how we believe assets and liabilities should be disposed of to continue economic growth by ensuring that assets are transferred to the appropriate new host where their full benefits will be realised.”
Barra Mac Ruairi, Bradford Council’s strategic director for regeneration and culture, said: “For those that might end up in the control of Bradford Council or other agency we will do our best to ensure the most suitable future for them in the long term.”
A £40 million complex called New Victoria Place is proposed for the Odeon site by developer Langtree Artisan. It features a hotel, restaurants or cafes and 36 apartments with 80 underground car parking spaces.
Planning permission has been approved, subject to the successful completion of a section 106 agreement for which negotiations are ongoing.

Some Bradford people do still care and should still care about what's left of our city. Why should we have to trail off to Leeds and Huddersfield while we wash our hands off the devastation of our own city centre. Why do we just allow the overpaid incompetents in City Hall to carry on their reign of lunacy at our expense. I think they are not even aware of the strength of feeling against them, and I doubt whether any of them ever see the comments made about them on here. A mass protest at the town hall is called for, but I'm afraid it won't happen as the majority of people don't seem to have any fight in them nowadays.

On the Keighley issue,i believe Keighley should never have been part of the Bradford Met,the areas that includes Cleckheaton,Gomersal
,Birkenshaw Scholes and Drighlington and Tyersal of course should have been.Ilkley,Burley and Menston should stay as they have always had ties with the City of Bradford.
