Drivers flouting law in Bradford could receive £70 fine


A blitz on bus lane abusers is set to see CCTV used to catch out motorists ignoring rules which are designed to keep buses running freely.

Bradford Council hopes to install ten cameras at hotspots across the district, including Market Street and Nelson Street in the city centre.

Earlier trials in Market Street caught an average of 1,500 vehicles a day misusing the bus-only restrictions. In the future those flouting the rules could see a £70 penalty notice dropping through their letterbox.

The Council’s executive will be asked to agree to the introduction of CCTV at a meeting next Tuesday.

In a report, the Council’s assistant director of transportation and highways, John Blackburn, said that presently only the police can ticket motorists caught driving in a bus lane. But new powers are expected to be introduced in March, which will allow the Council’s parking officers to take over the role.

He said: “Enforcement of bus priority measures will involve the introduction of CCTV enforcement cameras on the various routes in the district. Two cameras would be purchased which could be redeployed to various locations and eight permanent cameras would be installed in town and city centres.”

The initial locations would include: Market Street, Nelson Street, Church Bank, Bridge Street, the A650 Manningham Lane, and B6145 Thornton Road in Bradford, as well as Shipley Market Square.

Future spots include Little Horton Lane/Prince’s Way, Bridge Street/Broadway and Bridge Street/Market Street as well as St Enoch’s Road, to cover a bus lane which is planned shortly.

It is expected that the set-up costs of £135,000 for cameras and IT infrastructure could be met through the first year’s income. Any surplus would go to highways or transportation projects.

It is also anticipated that once the cameras and warning signs are installed that there would be an immediate reduction in bus lane abuse of 99.5 per cent.

Val Summerscales, of Bradford Chamber of Trade, said: “The trials on Market Street prove the bus lane is being misused, but adequate and total signage of any change is crucial.”

Don't see why buses should get priority, most the passengers are pensioners or unemployed who aren't exactly in a rush...

I seem to recall at the last count Bradford Council only recovered some 16%? of civil fixed penalties for parking, why should this be any different. 99.5% reduction, dream on. £135K income, dream on again. Surplus to spend on other Highways issues, ZERO. Who dreamed up this idea? Sack them and save the money. I hope someone on the Highways Committee reads this before the meeting and vetoes this stupid idea and saves our cash.
The only sure way is 'on the ground' police enforcement and that is never going to happen or is happening otherwise they would not have to resort to this futile exercise and total waste of money. Hear me 'PROPER TRAFFIC POLICING'.

Not in the morning and evening peak periods when the bus lanes are operational! Buses get priority because they are efficient way of moving large numbers of people - especially when not obstructed by those who break the law!

1500 per day logged illegally using Market Street. Given this level of abuse, just one question. Why isn't there a police presence there every day of the week? Given the amount of revenue to be raised you could afford to pay for the police to be there - it would be self-financing.

working on a full 24 hours thats 1 car a minute, maybe the Police should do what they are paid for and enforce the law..
How difficult would it be for the police to have 2 PC's stood in the middle of Market Street with ticket books?

Its simple as. The impatient, selfish drivers should be made to pay.

If it takes CCTV to do it then so be it.

What really winds me up though is those who dont drive in bus lanes, when its outside the times that the lane is in action, then look at you as if you are in the wrong when you do drive in them.

Also when the M62 roadworks are complete, why not get police presence up there and catch all the "white van men" and other impatient, selfish drivers who use the multi-occupancy lane in the morning....

Quite agree about the M606/M62, Spanishbob. I don't use that junction much but had to at 7.30am last week. Most of the cars and vans using the multi-occupancy lane only had a driver. I presume they must know that the camera "watching" the slip road to the M62 isn't working?

What about the motorists who ignore 'No left turn' signs especially those driving up Sunbridge Road and turning left onto Godwin Street. I've lost count of the number of times I've been nearly run over when crossing Godwin Street on the pelican crossing. The same thing happens at the bottom or Bridge Street as well, with cars turning left into Hall Ings, after using the bus lane below the interchange car park.

Ah - but that makes the assumption that all the drivers can read English - and you can make whatever you like out of that comment!

Is this not about the council trying to raise much needed cash and penalising people for it? if they catch 1,500 cars a day on 5 days that will generate £562,500 of revenue to the council, so if the figures are shown, it would be in profit by the end of the first week.

The bigger issue here is local and central government blurring the lines of exactly who has the authority to do what. This is why we lock up more people per capita than anywhere else in europe, it is because of people not knowing their rights and who is responsible for enforcing them! It is the devide and conquer approach that will lead this country to more of totalitarian state than it currently is. Mark my words people, we are on a slippery slope!

Quite so, but public pressure means that these things have to happen.
I think another reason people get imprisoned is because so many of them have been brought up in a society without adequate discipline and leadership where the rule of law is seen by some as nothing but a hindrance (which rather leads us back to the above report).

People not knowing their rights???

If there is a lane which is marked for buses only, then peoples rights are to go in the lane if they are on a bus...

Those others who have the right to use a bus lane (taxi's etc) know their rights.

So if you are in a car you dont have a right to use the lane.

The multi-occupancy lane isn't in operation during the ongoing road works. There are big yellow signs telling you this. Any vehicle can use the lane at the moment, infact the blue signs saying it's a multi-occupancy lane have been painted out & the cameras have been removed.

Considering the amount of real crime in the city where people are robbed or injured, real crime with a victim, the amount of effort that is put into the supposed crime of delaying people travelling by public transport is totally disproportionate. How come it was decided that people who spend huge amounts of tax running their own vehicles should be delayed and prosecuted simply for being frustrated or impatient? Easy revenue raising target methinks.

This lane is a bit of a waste of space, and wouldn't be much used if it wasn't for the white van men.

It would be a lot more useful in cutting congestion if it was open to all vehicles, as it is now.
